KIP-947 — Add support for consumer group protocol in Consumer

Adds support for the new consumer group protocol (KIP-848) in the KafkaConsumer client, implementing the incremental cooperative rebalance protocol based on the new ConsumerGroupHeartbeat API. This KIP was rejected because implementation-level documents are out of scope for the KIP process.
