KIP-946 — Modify exceptions thrown by Consumer APIs

Proposes standardizing and documenting the exceptions thrown by `KafkaConsumer` public APIs to give callers clear, actionable error types. Currently consumer APIs throw a mix of undocumented runtime exceptions making it difficult for application code to handle errors correctly.
