KIP-942 — Add Power(ppc64le) support

Adds CI/CD pipeline support and testing for Apache Kafka on IBM Power (ppc64le) architecture. Kafka had no official support or validated builds for ppc64le, which is widely used in banking and HPC industries running on IBM infrastructure.
