KIP-809 — Support live upgrades with dynamic addition/removal of modular topologies

Proposes support for live topology updates in Kafka Streams by allowing modular sub-topologies to be added or removed without a full application restart. Currently, any topology change requires stopping all Streams instances and redeploying, creating downtime for topology evolution.
