KIP-804 tags the `OfflinePartitionsCount` controller metric with the topic name of the offline partition(s). The existing metric is an aggregate scalar with no topic label, preventing operators from building topic-scoped alerts, routing alerts to the right team, or filtering out noise from non-critical test topics.
