KIP-751 — Drop support for Scala 2.12 in Kafka 4.0 (deprecate in 3.0)

Accepted Kafka 3.0 Broker

Deprecates Scala 2.12 support in Kafka 3.0 and removes it in Kafka 4.0, retaining only Scala 2.13 as a supported Scala version. Maintaining two Scala cross-build targets adds non-trivial CI and maintenance overhead, and Scala 2.12 (released 2016) is sufficiently old that the community can migrate to 2.13.
