KIP-57 — Interoperable LZ4 Framing

KIP-57 fixes Kafka's LZ4 compression to conform to the standard LZ4 framing specification (LZ4F), replacing the non-standard framing used since initial implementation. Non-conformant LZ4 framing prevents third-party clients from using standard LZ4 libraries to compress or decompress Kafka messages, breaking interoperability.
