KIP-530 — Consider renaming 'UsePreviousTimeOnInvalidTimeStamp' class to 'UsePartitionTimeOnInvalidTimeStamp'

Renames the Kafka Streams timestamp extractor UsePreviousTimeOnInvalidTimestamp to UsePartitionTimeOnInvalidTimestamp, deprecating the old name. With the formalized concept of partition time in Streams, the previous name was misleading — the class uses the stream's tracked partition time, not simply the previous record's timestamp.
