KIP-522 — Update BrokerApiVersionsCommand to use AdminClient

Discarded Admin

Updates BrokerApiVersionsCommand to use the modern Java AdminClient instead of the legacy AdminClient.scala, eliminating the last direct dependency on the deprecated Scala admin client. The old AdminClient.scala had been deprecated and was blocking full removal of Scala-based admin infrastructure.
