KIP-491 — Preferred Leader Deprioritized List (Temporary Blacklist)

Introduces a temporary preferred-leader deprioritization list (blacklist) on the controller, allowing operators to mark specific brokers as lowest-priority leader candidates during preferred leader elections without permanently altering the replica assignment. During rolling restarts or planned maintenance, a broker coming back online immediately reclaims preferred leadership, causing an extra leader movement that disrupts in-progress operations on that partition.
