KIP-49 — Fair Partition Assignment Strategy

Proposes a LagAwareAssignor (also described as fair partition assignment strategy) that balances total consumer lag across members of a group rather than partition count. RoundRobinAssignor required identical topic subscriptions across all members and produced skewed lag distributions when subscriptions differed, causing consumption to stall during rolling updates.
