KIP-464 — Defaults for AdminClient#createTopic

KIP-464 makes `AdminClient.createTopics()` respect the broker-side defaults `num.partitions` and `default.replication.factor` when `NewTopic` is constructed with `-1` for those fields, matching the behavior of auto-creation. Before this change, callers had to explicitly specify partition count and replication factor, or duplicate the broker's default values client-side.
