KIP-435 — Internal Partition Reassignment Batching

Introduces incremental batching for partition reassignment so new replicas are brought in-sync one at a time before decommissioning old ones, rather than all concurrently. Reassigning many replicas simultaneously causes fetch amplification proportional to the replication factor and makes throttle configuration unpredictable because ISR traffic bypasses throttle limits.
