KIP-391 — Allow Producing with Offsets for Cluster Replication [Discarded]

Proposed allowing producers to supply explicit per-record offsets in ProduceRequests (with a new ReplicatorWrite ACL), so that cross-cluster replication tools could preserve source offsets in the destination cluster. Discarded; consumers relying on offset portability cannot simply switch clusters without offset translation, and the approach conflicted with idempotent producer sequence tracking.
