KIP-39 — Pinning controller to broker

Discussion Broker

KIP-39 proposes designating a preferred controller broker via an admin command so that the controller role returns to a specific, lightly loaded broker after a failover or rolling restart. Without a preferred controller, controller leadership bounces randomly after rolling restarts, causing unnecessary leadership churn and potentially landing the controller on a heavily loaded broker.
