KIP-169 — Lag-Aware Partition Assignment Strategy

Proposes a LagAwareAssignor partition assignment strategy that distributes partitions across consumer group members to equalize total consumer lag rather than partition count. RangeAssignor and RoundRobinAssignor assign by count; when partitions have highly asymmetric lag, count-balanced assignments cause some consumers to be idle while others are overwhelmed.
