KIP-162 — Enable topic deletion by default

Changes the default value of delete.topic.enable from false to true and removes the commented-out line from the default server.properties. Topic deletion had been gated behind an opt-in flag for years; the feature had been stable for two years and the default-off behavior was a consistent source of confusion in development environments.
