KIP-1303 — Deprioritize Tiered Storage Followers In Leader Election

Adds a cluster-wide dynamic broker config leader.election.eligible.local.log.ms that deprioritizes replicas whose local log spans less than the configured duration during leader election, preferring replicas with an earlier local-log-start-offset. KIP-1023 lets an empty follower skip data already tiered to remote storage, but such a follower promoted to leader holds few local segments and must serve consumer fetches from remote storage, adding latency and degrading broker performance under load.
