KIP-1295 — Dead letter queue support for global store/KTable

Extends KIP-1270's processing.exception.handler.global.enabled flag to route GlobalKTable/global store processing failures to a dead-letter queue topic rather than only logging and dropping them. Before this KIP, enabling the flag merely logged the failed record's metadata; the record was silently dropped with no way to inspect, reprocess, or alert on it.
