KIP-1262 — Enable auto-formatting directories

Enables KRaft brokers to auto-format their log directories on first startup, eliminating the mandatory pre-start kafka-storage format step and automatically generating or joining a cluster ID. The current requirement forces operators to run a separate formatting command and supply a --cluster-id before any node can start, complicating automated and containerized deployments.
