KIP-1261 — Extend Share Group Dynamic Configurations

Extends share group configuration to support dynamic, per-group overrides for parameters like max delivery attempts and delivery timeout that are currently only settable as static broker-wide values. All share groups on a broker share the same configuration limits (set in KIP-932 and extended in KIP-1240), making it impossible to tune error tolerance independently for groups with different SLA requirements.
