KIP-1218 — Expose consumer CorruptRecordException

Exposes CorruptRecordException as a public exception type in the consumer API, enriched with TopicPartition and offset fields, so clients and Kafka Streams can handle disk-corruption errors distinctly. Previously, broker-indicated corruption in FetchResponse was wrapped in a generic KafkaException, preventing targeted error handling for CRC failures signaling disk or network corruption.
