KIP-1200 — Deprecate ClientQuotaCallback#updateClusterMetadata

Deprecates ClientQuotaCallback#updateClusterMetadata with the intent to remove it in Kafka 5.0, as it is functionally broken in KRaft mode due to incorrect Cluster object semantics. The method was never properly implemented for KRaft (KAFKA-18225), passes a full immutable Cluster object causing memory pressure on large clusters, and carries misleading controller/listener information in KRaft mode.
