KIP-1164 — Diskless Coordinator

Describes the Diskless Coordinator, a new component that manages per-partition metadata (batch locations, WAL file references, producer state, transaction state) for Diskless Topics on behalf of brokers. Because Diskless Topics bypass local disk and direct replication, brokers need an authoritative external metadata service to answer offset queries, commit batch writes, and coordinate truncation.
