KIP-1067 — Remove ReplicaVerificationTool in 5.0 (deprecate in 3.9)

KIP-1067 deprecates `ReplicaVerificationTool` (`kafka-replica-verification.sh`) in Kafka 3.9 and schedules its removal in 5.0. The tool has been rarely used, not meaningfully updated since 0.8.1, and the 5.0 major release provides a clean break point for removing legacy tooling.
